This is most probably a hoax as the said message cannot be found on the Facebook and Twitter pages of both TV5 and Phivolcs. In addition, Phivolcs has been reiterating that earthquakes cannot be predicted. There is no way to determine where and when will an earthquake strike, and what will its intensity be.
Update: According to TV5, the "news alert" did not come from them.
"According to PHIVOLCS, yes there's a new fault line, but we can't predict when will earthquakes come," the TV network said. "Let's stop spreading the text. We can't predict when will earthquakes come. Hindi po ito totoo. Salamat po."
It added, "Sana po ay tigilan natin ang pagpapakalat ng mga balitang magdadala ng takot sa ating mga kababayan. Keep safe mga kapatid!"

I would say its a hoax 100%. what evidence is thwre mag 8.0, some quesrion marks I have about the grwmmar "prepare for the" ..I would have thought competant writers would say "in the event of" "as strong as 8.0" but then again theres no basis to say what mag that would occurr as no data. the other thing is the typicsl chain style close telling people to share. in credible reporting sharing is natural not encouraged by a closing statement.
