Typhoon Luis has maintained its strength and is now threatening Cagayan-Isabela area, the PAGASA said in its 5am bulletin on Sunday, September 14, 2014.

According to the state weather bureau, the eye of Typhoon Luis was estimated based on all available data at 266 km North Northeast of Virac, Catanduanes or at 347 km East Southeast of Casiguran, Aurora (15.8°N, 125.3°E) at 4am. Packing maximum sustained winds of 120 kph near the center and gustiness of up to 150 kph, the cyclone is forecast to move West Northwestward at 20kph, .

PAGASA added that Typhoon Luis is expected to make landfall over Cagayan-Isabela on Sunday evening and will exit the landmass through Ilocos Norte on Monday morning. It expects that the typhoon will be at 419 km West of Laoag City or outside the Philippine Area of Responsibility by Tuesday morning.

Public Storm Warning Signals (PSWS) have been hoisted over the following areas:

PSWS #3: Cagayan, Isabela, Kalinga, Mt. Province, Ifugao, Quirino and Northern Aurora;
PSWS #2: Calayan and Babuyan Group of Islands, Apayao, Ilocos Norte, Ilocos Sur, Abra, La Union, Benguet, Nueva Vizcaya and the rest of Aurora; and
PSWS #1: Batanes Group of Islands, Pangasinan, Nueva Ecija, Tarlac, Catanduanes and Polillo Island.

Below are more advisories from PAGASA:

Residents in low lying and mountainous areas under signal #3, #2 and #1 are alerted against possible flashfloods and landslides. Likewise, those living in coastal areas under signal #3 and #2 are alerted against storm surges of up to 2 meters.

Estimated rainfall amount is from 8 – 20 mm per hour (heavy - Intense) within the 500 km diameter of the Typhoon.

The combined effect of the Typhoon and the Southwest Monsoon will bring moderate to occasionally heavy rains and thunderstorms which may trigger flasfloods and landslides over Bicol Region, Quezon and the rest of Central Luzon while light to moderate rains and thunderstorms over Metro Manila, the rest of Luzon and Visayas.

Fishing boats and other small seacrafts are advised not to venture out into the seaboards of Visayas and the eastern seaboard of Southern Luzon and of Mindanao.
